I've been expecting a call from the 519 area code the past few days. Checked my celtel & saw this (519) 953-2803 one on the missed-calls list.
Rang it; it rang over 15x (I was hoping maybe an outgoing msg might help me ID the # but no dice). Then hit iNet to see what I might find and

Your one contributor's suggestion above is BRILL'! And if it weren't costing*me*in LD chgs, yeah, I'd consider that tactic. What I do now -- esp.if I ever feel the need to vent or something -- I question(read "interrogate", lol) *them* on *THEIR* dime. If nothing else, I'm getting on their nerves as they do ours.
Practically, though, the data *I* mine out of them is filed for future use(if required/warranted) with the area Constabulary/Police(OPP/RCMP) "Fraud Squad". But another of your contributors is correct: there MUST be some Federal agency to specifically deal with this ubiquitously harassing(& apparently *un*regulated) "sales" strategy. It's the sort of thing that will have someone invent a means by which to mace/pepper spray/bear spray such intrusively bothersome(often verging on INVASIVE!) telephone callers.
